Why is it bad that they are requiring you to return the car by the time you agreed to, or charge you? Is the hotel giving you free nights during the blizzard? Dominos giving free pizza? Sure, it's a crappy situation that many of us have been in before, but that's what insurance or reserve funds are for.
The difference is that the hotel can rent that room if
war were not in it and is providing a service to
war. If he were to slog through the storm and return the car, Budget would not then be able to rent it. They are not loosing any money by his keeping the car another day and they are not providing a service. I am even willing to bet that no one is at the rental car agency to accept the return of the car.
