Sorry, has nothing to do with either ticketing or code-sharing. Simply has to do with the last delivering carrier. In this case it was IB on the way out and whoever failed to deliver your luggage (the operating carrier of the final segment, either BA or IB on the way back home).

Indeed you should not expect an easy time with IB and are likely much better off submitting to your travel insurance and letting them sort it with IB.
