I was told that it was based upon the purchase date of your ticket (which would lend credibility to it now being rolled into the price), but I had bought my ticket after whatever that date was they were mentioning
I flew out of LIR late last year, and had to pay on UA.
There was a big sign with all the airlines and the ticketing dates of when the tax started to become included. So it really depends on when you booked your ticket and if the airline has been collecting as of that date.
I'd say check your receipt.
They are sticklers for it, too -- we took a 45-minute delay on my flight since UA managed to board someone who didn't pay onto the plane. ATC did not release us until that was settled.
