I just flew out of Liberia earlier this year. Seems that some folks on DL stood in that line and paid it, but I didn't. So, you really need to figure out, because it seems right now some people are paying and some apparently aren't.

I was told that it was based upon the purchase date of your ticket (which would lend credibility to it now being rolled into the price), but I had bought my ticket after whatever that date was they were mentioning
