If I could specify when submitting a tracking request that it must include a free driver (spouse or other), that would save us both a lot of time. Did all that make sense?
It does make sense. If you need a free additional driver then you can email us and we'll do our best to accommodate you. It's something we would like to automate, but it's complex due to all the rules and such. Generally Costco is the best route to go with since as you point out, the additional driver can be anyone (not just a spouse and/or another Costco member). That helps with Avis/Budget and Enterprise/National/Alamo but not with Hertz/Dollar/Thrifty or any of the smaller guys.

AAA/USAA/AARP/etc. can help as well but of course like Costco is depends on if you are a member. We're working on allowing you to save these preferences, so this should be easier over time. There are also of course a couple of companies in Hawaii that offer a free additional driver as part of their negotiated rate. These are special deals they have negotiated with the various car rental companies directly. They can sometimes make sense, especially if the additional driver is not a spouse, but it depends on the situation.
