The thing is that Amex itself does not allow debit-card loads in person. What we see as debit loads are considered cash reloads by Amex (look at a Serve statement). It is the fact that some stores (RA, WM, FD) accept debit as a cash tender while others don't.
They could always come down on these stores to stop allowing debit cards as a source of cash, of course.
