The seats in biz were the actual same seats as PE minus the trimmings for storage privacy etc. It might be that the lighting in your photo doesn't show the colour well but the seats in biz were green as well.

Indeed PE seats are very similar to regional business class.
However, you are saying you saw PE and RBC on the same aircraft? There are no aircraft in the fleet with that configuration. Any aircraft with a PE cabin fitted also has the long haul business seat, which is vastly different from PE/RBC.
