It's still 50 cigarettes per person. Various foods have now been defined - personally, I would declare the tea bags just to be safe, but you won't have a problem with them. For example, I once brought in cashew nuts from Bali, they asked me if they were raw or roasted and let me bring them in because they were roasted.

I would keep anything I'm unsure about in my hand luggage, just to make it easier to locate if they need to see it. The cigarettes don't need to be declared if you have 50 or fewer.
