The seats

Cathay Pacific exec Ivan Chu describes the new premium economy seat as being “more premium than economy”, but in fact it’s a business class seat used on domestic and regional business class flights which has been modified by Cathay to better suit ‘long haul’
IMHO, CX's RBC is more like PE. So I guess Ivan Chu is correct even though we look at that from a different angle. There is not enough pitch for PE for lie-flat beds like long haul business class. However, any improvement is good.

I haven't tried JL for comparison though.
