That is not a known fact. You've created that data point on your own, so any logic after that is invalid. That's mere speculation.
All you actually know is that there were staff cutbacks, and that some users were cut off from loading. There not even proof that they are connected -- could be one division cut back for financial reasons and another division decided to crack down on misuse. They could be linked, but we have no proof of that yet.
