Revenue inventory available, but not even standard awards on United Express?

I had an award res for my wife which is going to be wiped out by the weather this weekend. We found new dates, and it should be a simple matter of changing the award ticket to those dates.

Both phone res and .bomb claim there aren't any flights on those dates. But I'm on them on a paid reservation, and they're 9s down to the H fare buckets.

Phone res tells me it's because it's a "partner flight." Uh, it's a SkyWest dba United Express flight, with a UA flight number.

Shouldn't I be able to get a standard award, even if saver is unavailable? (In fact, it was a standard award to begin with.)
