I have to agree with ScottC -- reporting a lost passport that isn't lost means that maybe you could 'do jail time' or 'pay a fine.'

Passports reported lost or stolen are entered into lookout systems and will be considered invalid at ports of entry. Use of a lost or stolen passport could result in prosecution for the misuse of a United States passport (18 U.S.C 1544).</font>
