Isn't it already the case that the permissible fuel surcharges ex-HKG are set by the Government, at a nominal level of around a tenner?
I certainly managed a bargain (in Y - v short notice!) 11k Avios + £19 o/w in the Avios discount sale a few months ago, I think the other few quid are the pax service fees.
