Certain rows are held back from automatic online check-in and used by airport agents to accommodate families. These are generally the last few rows of the aircraft. You can still select them if you really want to pay for a seat assignment, but the system won't automatically assign them unless they are the only seats available. There are also a few rows towards the front that work the same way, only these are intended for preboard passengers.
