On balance, in those riskier/less tranquil locations, you'd think a passport for internationals, or license for locals, accompanied by a hotel membership card, or number wld be satisfactory.

They cld confirm on their system, ask a few security questions to validate the account, and then allow access. Can't be that difficult. Remain secure, and better than losing the revenue.
