No the $25 USD tourist card is NOT included in airfare. You must purchase it from one of several Copa customer service desks located airside throughout PTY in USD cash. There is no VIP lounge at HAV that Copa provides it's elites/business customers access to. I just reread your post; during my most recent visit( of seven total ) in late 2014 the 25 CUC EXIT tax was NOT included in airfare and had to be paid for in cash at dedicated window/cashier for that purpose.
