Well, if the ticket is either "Campaign" or "Basic", name change is specifically not allowed in the fare rules. (A "Value" ticket ex TLL allows for name change for a 100€ fee. ) The 25€ qouted might be a handling fee for the re-issue of the ticket.

Even though it is in both cases technically a name change Finnair knows a difference between name change and name correction. If you slightly misspelled a name or swapped your first and last name it is a name correction.
I had a simliar problem recently and they changed a Light ticket. First the agent talked about a fee but when she realized that the ticket was just issued the fee was waived.
