Well, if the ticket is either "Campaign" or "Basic", name change is specifically not allowed in the fare rules. (A "Value" ticket ex TLL allows for name change for a 100€ fee. ) The 25€ qouted might be a handling fee for the re-issue of the ticket.

OK, now I see "Name change" is something different than "Name Correction". OP should call AY and ask for "Name Correction", at 25€ per ticket.
