Yes, buying new tickets for over 4000€ is ridiculous.
All you need is the name correction from Finnair. You know the price and that is what you have to request from the agent. You will get new tickets after the correction but you don't have to buy them. The 25€ is kind of the service fee for that. If the agent doesn't want to do it for you ask for another one.
