FBI, CIA Still Reeling From Sept. 11 Aftershocks
As families marked the end of recovery operations at the World Trade Center site Sunday, the landscape of the U.S. intelligence and law enforcement communities appeared poised for changes as profound as those which forever reshaped lower Manhattan on Sept. 11.
Embattled FBI Director Robert Mueller struggled to reassure his critics the agency had risen to the challenge posed by Islamic extremists when they rammed aircraft into the twin towers and the Pentagon, asserting that it had thwarted subsequent terrorist plots in the United States and abroad.
