This could be ATM fees or Dynamic Currency Conversion (DCC). Banks outside the U.S. will try to convince you to accept a USD amount to be withdrawn - this is
always a terrible idea. You should withdraw in local currency and let your bank do the conversion. (Not to mention, you should use a bank that refunds ATM fees.)
