All I know is that the fluxuation can be huge. I pulled 200 Euros out of the ATM in Paris yesterday, Friday - Jan. 15th and the exchange rate was $240. Today (Sat. Jan. 16th) I pulled out another 200 Euros and it only dinged me $214. Wow.
