EY have at least one dimension (21cm) which is less than any of those airlines, so please don't use these as a comparator.

It sounds like it was checked at the gate. If that's the case then presumably you weren't there. Is your mum aware enough to know when to stand her ground in such a case, if a mistake has been made.

Many airlines (not EY in particular) have a reputation for sticking strictly to the rules. I've not heard much about the rules being abused as you describe. Where was she flying from?
