Meals are based on distance flown and time of day. Both RDU-MIA (700 miles) and MIA-CUN (531 miles) are under the 900 mile distance usually required for full meals.
MIA-RDU was probably during a meal window so they served a plated snack. RDU-MIA was probably not during a meal window so they just served the snack basket.
MIA-CUN is too short for a plated snack and will always get the snack basket.
