It is a backdoor elimination of upgrades. They'll keep discounting First Class to the point where they fill almost the entire cabin from paid upgrades. As they get closer and closer to doing so, naturally Medallion upgrade rates will drop (and they already have been). Delta will keep the "unlimited complimentary upgrades" perk in place as long as advertising those three words brings them any marketing benefit... even if such upgrades rarely happen.
