On VDB the rule is you can get what you can negotiate. The DOT's rule for a lower compensation cap if arriving within two hours on domestic flights isn't particularly relevant. If you're feeling bold (and have a high value ticket), dig in and tell them they can give you what they offered, your original seat, or full IDB.
