There are two different versions of the pass (as either flex, latitude, or premium rouge). One is to/from YVR/YYC/YEG only. The second more expensive one is Western Canada that has the rest of the airports you listed.

Being in the sticks, I find the Western Canada version to be of decent value even for the Latitude pass and upgrading at booking.
