GE is a US immigration service that pre-screens you and then allows you to use a machine to enter the US.
In the US, you also get PreCheck on AA flights if AA knows about your GE. But it has nothing at all to do with Etihad. When you are leaving from AUH and going through preclearance, look for the GE machines on the right wall.

train from Dubai to Abu Dhabi? You're not going to Europe, you know. There is a freight network, and a plan to run passenger trains by 2018 (unlikely).
