The Level 4 walkway is supposed to open in February. That was the schedule as of last month.
The Level 1 recheck facility will open in May. Until then, international arrivals will still have to recheck in T4 for domestic connections.
The Arrival tunnel (the old customs tunnel between TBIT and T4) was reopened. That should mean no more buses to TBIT customs from T4.
