I'm trying to redeem an award PE ticket from Vancouver to Hong Kong and Tokyo. When I search online, it shows that Vancouver to Tokyo (both inbound and outbound transits in Hong Kong) cost 54,000 miles. A round trip Vancouver to Hong Kong ticket would cost 72,000 miles. So I thought I could take advantage of the stopover and transit rules in a redeem ticket as follow:

Vancouver -> Hong Kong (stopover for 2 weeks) -> Tokyo (stopover for 1 week) -> Hong Kong (transfer) -> Vancouver. I thought this would only cost me 54,000 miles, but when I call to get this ticket book, they told me it would cost 108,000 miles. I'm not sure is the Agent wrong or did I interpret the rules incorrectly?
