Montreal Convention is a trade-off that balances the rights of passengers and airlines.
The problem is that Air Canada wants all the benefits without living up to its obligations.

The only time I ever ran into the $100 limit was when I asked if I could stay at a different hotel then where they offered me a voucher for. I was told if I refused the voucher, I could submit up to $100 for reimbursement. I think that is fair - it's not like the voucher was for the Motel 6, it was the Hilton at YYZ.
