For zero-fare tickets, the "fare paid" is deemed to be the lowest fare charged for a ticket in that cabin--but for LAX-HKG that's likely to be more than the USD650 maximum, anyway.
But Award tickets are technically not "zero-fare" tickets. You technically bought the fare using points (which have an associated monetary value) instead of cash. Still a revenue ticket in terms of legality.

Which means 200% refund of the points should be expected instead of cash.
