An update here from airport

Passenger can get "last minute" upgrade by cash or miles.

The reason i trying to upgrade at airport because i called MH center, found out all "i class = business upgrade" being taken. So my last chance will be at airport.

Funny thing is, if i call MH center to upgrade with miles, i will be charged "tax", but when i do it here there is no tax charged.
