A "turn" usually means that you are flying in, and then immediately turning around to fly back to your point of origin. Are you asking whether 40 minutes is enough time to fly PUJ-CLT, clear Customs and Immigration, and then fly back to PUJ? The answer to that question is, "No."

If you're asking whether 40 minutes is enough time to connect in CLT while traveling on a domestic flight from CLE to an international departure to PUJ, I suspect that the connection is "legal," meaning it meets AA's Minimum Connecting Time at CLT for a D-I connection. If your incoming flight is on time, you should be able to make the connection. But 40 minutes would not be enough time to connect in the reverse direction.
