1B is preferable if you like the bulkhead, 4E is preferable if you do not like the bulkhead. No one can answer that question for you.
When the last row in F is against a solid bulkhead, sometimes the seat recline is slightly restricted compared to the other rows. I'm pretty sure this is the case for the 737-800. So possibly another factor to consider.
