Or can I take the United shuttle from C to A? (not sure I can since I'm changing airlines, although all on one ticket). I'm a Canadian citizen.
Depends upon time of day. Last year we arrived from Zurich on UA around noon and the arrival hall was virtually empty. We took a train to our connecting termjnal, cleared PREcheck in about three minutes and were in the United Club about 30 minutes after we stepped off the plane.
My experience says to take the train. You never know how long it will be til the next shuttle bus and, I believe, you're going to have to clear security regardless.
