Good idea!

I've already filed a written claim with AMEX (and in my letter I provided a URL citation documenting that USDOT has previously fined United for failure to provide refunds in accordance with the 24 hour booking rule).

I'll send a complaint to the DOT.

Maybe UA is trying to claw back that EU261 compensation they paid me a couple of years ago!
