Is there a laptop under US$499 with IPS screen smaller than 14-inch? '

Basically, I'm looking for a "disposable" laptop that I don't mind losing or
forgetting at hotels or airport lounges. My main laptop is a Macbook Pro, but
it's $2000, so I end up leaving it at home most of the time. (unless it's on a
business trip)

So far, the best that I have seen is the Toshiba Chromebook 2 with i3. ($429,
13.3-inch IPS screen, ChromeOS) Since I've had a couple of Chromebooks in
the past, I don't mind having another one. The new Toshiba is actually MUCH
faster than last year's model, thanks to the i3 CPU. However, I'm wondering if
it's realistic to try and find a Windows laptop with IPS screen and under $499?
