Ive only anecdata on this, but my sense is from my team travel that the DOT rule has significantly made A_B travel longer due to either padding or cancelled flights to avoid the penalties. That rule was not as 'consumer friendly' as most here think.
Bingo. There's more than anecdata. In fact a timely WSJ article cites a study that found these penalties have caused more flight cancellations:
