Can someone help me understand why the Hot Towel service is so inconsistent between flights? I have flown flights in the morning, lunch, and evening, on United and UX, and the hot towel service is never consistent. Sometimes I get it, sometimes I don't.

Why is it so random? Are the FA just doing them if they feel like it? The hot towel is not as big of a deal as the inconsistency of practices between flights and flight attendants.
