Two observations:

1. 8/65 is an observation of the way Citi processes applications, but no one here knows what level of discretion the reconsideration department has to make exceptions. I wouldn't expect them to make one if you have no prior history with Citi, but if you are not a churner you risk nothing by applying.

2. Mass market companies, including AT&T and Citi, do not care about individual customers. No exceptions. AT&T allows Citi to set the credit policy for these cards. AT&T will continue to partner with Citi even if some customers switch to other carriers because they cannot get Citi to reimburse the cost of a new phone.
