Their link says you can earn 10 elite nights if you book 10+ rooms for at least one night. So this requirement contradicts some of the statement made earlier. So I don't see how people are getting 10 elite nights by just renting a meeting room for a hour or so.
As stated many times up-thread there are two different programs, one for booking guest rooms and one for booking a conference room. It does appear the link about booking the conference rooms has disappeared, but the program continues. If you talk with the sales department (not a FDC!) they should know about it. If not, they may not have been a participating location to begin with.
