The chance of a suitcase inside a plastic bag surviving transport with the bag intact is low.

A bag getting wet is understandable. The contents of a bag being completely soaked is not.

There are tarps/covers on the baggage carts but what I see happening often is that they aren't used, especially in places where rain is the exception.
