TIMATIC is actually a proprietary database maintained by IATA. The carriers use a version available to them through whatever GDS they use. The carriers effectively pay for TIMATIC through IATA dues.

All that matters is that you are looking at a system which draws from TIMATIC so that you can see what the carrier will see.
