That is correct, not sure about hotels but should be similar since I earn 6 miles + 1% cashback on flights when booking airline tickets on Expedia.com.sg using my Citibank PremierMiles Visa. For other participating Expedia sites that I sometimes use, no cashback but it's fine too.

Citibank/Expedia promotion doesn't use a referral link, they use the merchant record of the transaction to determine whether a transaction is eligible for bonuses. The merchant record in this case is 'expedia'.
