I do believe ESTA visitors can use the kiosk based on what the sign said at the kiosks in San Diego middle of last year. However I'm not sure if this is the case everywhere. From what I recall I think only people have visited more than once on ESTA are eligible - in other words first time ESTA visitors cannot use them.

I have used kiosk in other airports since but don't recall seeing anything about ESTA visitors but then again I was not looking at the signs carefully.
