Yes, if one's destination is the city of Philadelphia, then for most people it makes most sense to fly to that city's airport (PHL) and proceed on to wherever they're going in the city from there by public transit or other means. It would take an fare difference of much more than $6.50 for most of us to rationalize flying to EWR and proceeding into the city via Amtrak, or the still cheaper NJTransit and SEPTA through Trenton to ZFV.
(And to be a bit clearer, by "better than heading to ZFV," you mean "better to head to ZFV from the PHL airport than to head to ZFV from the EWR airport"? Yes, no argument there.")
