As mentioned in the very first reply, mileage upgrades don't get processed at the gate - and a lot of Medallion upgrades do.
This is what is confusing and many agents do not articulate this well. When they tell you that you will be "priority waitlisted" it means you are on a list for when upgrade space becomes available, NOT that you will be prioritized above medallion upgrades at the gate.
