Shell won't work with Apple Pay or a bank supported Android Pay card, only the grandfathered card, which will go away at some point. So it won't work for most people. Also the people who actually install the systems at gas stations leave the Contactless turned on and often it works besides at Shell which is a merchant services provider issue.
Could this perhaps be due to the terminal trying to use EMV contactless? Since the grandfathered Android Pay card is MSD only and is able to work at Shell, then a US Amex might work as well.
