It means that they will not sell more than a certain number f seats for any particular train. More important it means that if you do not have a ticket for a particular train and you board it the conductor can decide to offload you at the next stop. Generally the conductor will make you call in and switch your reservation. I'd suggest doing so before boarding, though.
